This bill establishes a cooperative manufactured housing infrastructure grant program administered by the Minnesota Housing Finance Agency that provides funding to counties and cities to support infrastructure development for manufactured housing cooperatives. The program allows grants of up to 50 percent of capital costs for housing infrastructure such as sewers, water systems, utilities, streets, and wastewater treatment systems. Eligible projects must demonstrate a need to increase housing sites for the current or future workforce and potential for substantial public and private investment. Counties and cities can receive up to $60,000 per manufactured housing lot, and applications will be evaluated based on specific criteria determined by the agency. The agency has discretion in awarding grants and can cancel and require the return of grant money if a project is not proceeding in a timely manner within five years. To fund this program, the bill appropriates $10,000,000 from bond proceeds, with the commissioner of management and budget authorized to sell and issue state bonds to provide the necessary funding. The program becomes effective the day following its final enactment.
