This bill establishes new requirements for how highway funds can be used and budgeted in Minnesota. Specifically, the bill prohibits state agency commissioners from including any expenditures from the trunk highway fund or highway user tax distribution fund for non-highway purposes in the biennial budget. Within 45 days of submitting the governor's budget to the legislature, the commissioner of management and budget and the attorney general must jointly submit a report to legislative committee chairs examining proposed appropriations from these highway funds. The report must explain the highway purpose of each proposed appropriation, identify any non-highway purpose appropriations, and recommend alternative funding sources for those non-highway expenditures. The bill defines a non-highway purpose as any appropriation that is not directly related to highway construction, improvement, maintenance, or other purposes specifically prohibited by existing state law. This legislation aims to ensure that highway funds are used exclusively for transportation-related purposes, in compliance with the Minnesota Constitution.
