This bill creates a specific exception to Florida's standard alcoholic beverage licensing rules for event centers located in a precisely defined area of Duval County known as the "Urban Transition Area North of Park Street". The bill allows the Division of Alcoholic Beverages and Tobacco to issue special alcoholic beverage licenses to event centers within this area that meet very specific criteria: they must have an occupancy between 1,100 and 1,400 people, and derive at least 51 percent of their annual gross income from event tickets, food, and non-alcoholic beverages. An "event center" is defined as a facility that primarily hosts ticketed events like concerts and art shows, or events sponsored by nonprofit organizations, and does not primarily market itself as a food service establishment. The bill provides an extremely detailed geographical description of the eligible area, specifying exact lot numbers, street boundaries, and precise land measurements. The Division of Alcoholic Beverages and Tobacco retains the ability to revoke or suspend these special licenses for violations of state beverage laws. The act will take effect immediately upon becoming law.
