AI Summary
This bill amends the Legalization of Marijuana for Medical Treatment Initiative of 1999 to expand enforcement powers against unlicensed cannabis establishments, with a particular focus on those selling Schedule I substances (controlled substances listed in the District of Columbia Uniform Controlled Substances Act). Specifically, the bill broadens the definition of an "unlicensed establishment" to include businesses selling Schedule I substances, and authorizes the Alcoholic Beverage and Cannabis Administration (ABCA) and Metropolitan Police Department (MPD) to take enforcement actions against such establishments starting April 1, 2025. The bill allows for summary closures and padlocking of establishments that pose an imminent danger to public health, with the ability to continue these actions even after the initial threat is addressed if there's a likelihood of recurrence. Additionally, the bill empowers ABCA investigators to test substances at both licensed and unlicensed establishments for THC content and the presence of Schedule I substances. The legislation is temporary, set to expire after 225 days of taking effect, and aims to strengthen regulatory oversight and public safety in the cannabis market by addressing unlicensed and potentially dangerous establishments.
