This bill modifies the Public School Code of 1949 to enhance Holocaust, genocide, and human rights education in Pennsylvania schools. Beginning in the 2026-2027 school year, school entities will be required to post the titles or internet links of primary resources and course syllabi for Holocaust and genocide instruction on their public websites, with updates at least every three years. The Department of Education must establish comprehensive curriculum guidelines within 12 months, which will encourage instruction on the Holocaust's history, genocide definitions and examples, human rights violations, and topics like anti-Semitism and civil rights abridgment. The guidelines will be developed in consultation with educational experts and specify minimum instruction requirements. The bill also expands definitions of key terms like "chief school administrator" and "school entity" to include various types of educational institutions such as charter schools, cyber charter schools, and area career and technical schools. This legislation aims to ensure thorough, consistent, and transparent education about historical atrocities and human rights across Pennsylvania's educational systems.
