This bill modifies the Livestock Investment Grant Program by changing the grant calculation method and expanding eligibility criteria. Previously, the grant was equal to 10% of the first $500,000 of qualifying expenditures with a minimum spend of $4,000. Now, the grant will be 50% of the first $20,000 of qualifying expenditures and 20% of the next $220,000. The definition of "livestock" is expanded to include rabbits, donkeys, and alpacas, in addition to the existing list of animals. The bill also updates the eligibility requirements to explicitly include representatives of Minnesota Tribal governments, in addition to Minnesota residents or entities legally allowed to own and operate farms. Qualifying expenditures continue to include investments in livestock facilities, pasture development, and equipment for housing, feeding, and managing livestock. The commissioner of agriculture retains the ability to award multiple grants to the same person and will give preference to first-time applicants. The changes aim to provide more flexible and potentially more substantial financial support to livestock producers in Minnesota.
