This bill provides $2 million per fiscal year (2026 and 2027) in grant funding from the general fund to support the purchase or upgrade of radio equipment for local governments, federally recognized Tribal entities, and state agencies that participate in the statewide Allied Radio Matrix for Emergency Response (ARMER) public safety radio communication system. The grants can be used specifically for portable radios, mobile radios, and related equipment that can communicate with the ARMER system. Each local government is limited to one grant, and each grant requires a minimum 5% match from non-state funding sources. The Department of Public Safety Emergency Communication Networks Division, in consultation with the Statewide Emergency Communications Board, will administer the grant program. The appropriation is a one-time funding allocation available until June 30, 2028, and is designed to help improve emergency communication infrastructure across Minnesota by ensuring local public safety agencies have modern, interoperable radio equipment.
