This bill requires the Board of Regents of the University of Nevada to undertake several initiatives to improve transparency and support for students in the Nevada System of Higher Education. First, the Board must create a comprehensive data dashboard by September 1, 2026, which will track key student outcomes, including the number of high school graduates enrolling in higher education, students taking remedial or corequisite support courses, average time to graduation, and post-graduation employment and financial status. Second, the Board must develop a policy promoting the use of low-cost and no-cost educational resources, which includes defining these terms and creating a system to identify and mark courses using such materials within course registration systems. Third, during the 2025-2026 interim period, the Board will conduct a study on financial and food insecurity among students, examining the factors contributing to students temporarily withdrawing from academic programs and developing data-driven recommendations to reduce such insecurity. The bill aims to provide more insight into student experiences, reduce educational costs, and support student retention and success in higher education. The various provisions of the bill will become effective at different dates between the bill's passage and July 1, 2026, allowing time for implementation planning.
