This bill establishes a new commemorative license plate honoring the USS Idaho SSN 799, a submarine, which will be available for vehicle owners in Idaho starting January 1, 2026. The special license plate will feature an image of the submarine emerging from the ocean, with the text "USS IDAHO" at the top and "SSN 799 THE GEM OF THE FLEET" at the bottom. Vehicle owners can apply for these plates in lieu of regular license plates for most vehicles under 26,000 pounds gross weight. The plate will require an initial fee of $35 and an annual renewal fee of $25, with these funds being deposited into the state highway account to help cover the plate design and program administration costs. The plate design must be approved by both the USS Idaho commissioning committee and the state department, and owners will be able to transfer the special plates to another vehicle by paying the required transfer fees. The bill amends existing motor vehicle registration law to include this new commemorative plate option and declares an emergency, making the act effective from July 1, 2025.
