Bill Summary

AN ACT to amend the correction law, in relation to requiring a mental health medical professional to examine incarcerated individuals in solitary confinement

AI Summary

This bill requires that when an incarcerated individual is placed in solitary confinement for more than 24 hours, a medical professional with expertise in mental health must examine the individual. Specifically, the bill amends the correction law to mandate that a facility health services director, a registered nurse, or a physician's associate with mental health expertise visit and examine the incarcerated person within the first 24 hours of solitary confinement and then at least once every 24 hours thereafter. The superintendent of the facility must also carefully consider any recommendations made by the health services director regarding the individual's dietary needs or confinement conditions to ensure the person's health is maintained. This bill aims to provide additional medical oversight and mental health monitoring for individuals subjected to prolonged solitary confinement, which can have significant psychological impacts.
