This joint resolution proposes a new constitutional amendment in Washington State to protect reproductive freedom and gender-affirming care. If approved by voters, the amendment would prevent the state from denying or interfering with individual rights related to reproductive decisions, including the right to have an abortion, use contraception, utilize assisted reproductive technology, and be free from discrimination based on pregnancy outcomes. The resolution also explicitly protects an individual's right to make gender-affirming care decisions. Importantly, the amendment stipulates that these protections do not narrow or limit existing constitutional rights to liberty, privacy, or equal protection. The proposed amendment would be submitted to Washington State voters at the next general election, with the secretary of state required to publish notice of the proposed constitutional change in legal newspapers across the state at least four times in the four weeks preceding the election.
