This bill allows Boards of Cooperative Educational Services (BOCES) to participate in school bus stop sign camera programs, expanding existing local law provisions for monitoring vehicles that illegally pass stopped school buses. Under the proposed legislation, BOCES can enter into agreements with counties, cities, towns, or villages to install and operate stationary or mobile school bus photo violation monitoring systems. These systems will capture images of vehicles that fail to stop when a school bus is loading or unloading students, as required by law. The bill specifies that the total cost of installing, maintaining, and using these camera systems must be entirely borne by the local government entity, and BOCES will be responsible for certifying and reporting the costs annually. The captured images can only be used to determine vehicle violations and impose monetary liability on vehicle owners, and cannot be used for any disciplinary proceedings or other purposes. Importantly, the bill clarifies that expenses related to these camera systems will not be considered an aidable expense for BOCES.
