This bill establishes the America250 Commemoration Fund in the state treasury to support Idaho's participation in celebrating the 250th anniversary of the United States' founding in 2026. The fund will be financed through legislative appropriations during the 2024 session and additional gifts, grants, and donations. A seven-member America250 Advisory Committee, consisting of the state historical society director, state treasurer, one governor-appointed member, and four legislative council-appointed members, will be responsible for directing and approving fund distributions. The state treasurer will invest idle funds, with any interest earned remaining in the account. All unspent funds will be transferred to the general fund on June 30, 2027. The bill includes provisions for the division of financial management to approve spending directives from the fund for state entities that lack sufficient existing funding. Notably, the bill has a sunset provision, meaning its provisions will become null and void on July 1, 2027, and it contains an emergency clause allowing it to take effect immediately upon passage and approval.
