AI Summary

This bill requires the State Board of Education to include instruction on proper school bus passenger restraint system use in its safety curriculum and mandates that school buses be equipped with passenger restraint systems by July 1, 2027. The bill defines "passenger restraint system" as either a type 2 seat belt assembly or a lap and shoulder restraint system that complies with specific federal motor vehicle safety standards. Starting in 2027, all school buses must have restraint systems for each child, and students will be required to wear these restraints while the bus is in motion, with an exception for children who have a written medical certification stating they cannot appropriately use the restraint due to a physical or medical condition. School bus drivers will be responsible for ensuring children wear their restraints before the bus moves, and parents will not be held liable if their child fails to use the restraint. The bill also allows the State Board of Education to penalize public school systems that do not comply with the new specifications and requires the board to create rules and regulations to implement these changes.
