This resolution provides procedural rules for considering H.R. 185, a bill to advance responsible policies. Specifically, the resolution immediately allows the House to begin deliberations on the bill, waives all points of order against the bill's consideration, and considers a substitute amendment (based on H.R. 1768) as automatically adopted. The bill will be considered as "read" without additional procedural delays. The resolution allows for one hour of debate, equally divided between the chair and ranking minority member of the Energy and Commerce Committee, and permits one motion to recommit (a procedural motion that allows the minority party to propose changes before a final vote).
