This bill establishes an Intergovernmental Critical Minerals Task Force to address the United States' heavy reliance on China and other countries for critical minerals, which are essential for national security, technology, renewable energy, and military equipment. The task force, to be established within 90 days and led by a Chairperson or Co-Chairpersons from the Executive Office of the President, will include representatives from over 20 federal agencies and will consult with state, local, tribal, and territorial governments, as well as private sector stakeholders. The task force's primary purposes are to assess national security risks related to critical mineral supply chains, make recommendations to reduce dependence on foreign countries (particularly China), and develop strategies to secure domestic and international critical mineral supply chains. The task force will provide recommendations on increasing domestic mining and processing capabilities, strengthening the workforce, identifying alternative domestic sources, and mitigating national security risks. Additionally, the bill requires a Government Accountability Office (GAO) study to examine federal and state regulatory landscapes related to improving domestic critical mineral supply chains, with a report to be submitted to Congress within 18 months of the Act's enactment. The task force will be required to submit reports and brief Congress periodically and will sunset 90 days after completing its requirements.
