This bill authorizes the North Carolina Department of Natural and Cultural Resources to create the Brushy Mountains State Natural Area (BMSNA) across Alexander, Caldwell, and Wilkes Counties, adding it to the State Parks System. The department can acquire land for the new natural area through donations or purchases using existing funding sources such as the NC Land and Water Fund, Parks and Recreation Trust Fund, and federal Land and Water Conservation Fund. To support the establishment of BMSNA, the bill appropriates $250,000 in nonrecurring funds and an additional $250,000 in recurring funds for the 2025-2026 fiscal year, which will be used for initial land acquisition, site development, and associated operating costs. The funding provision will become effective on July 1, 2025, while the rest of the bill takes effect immediately upon becoming law. This legislation represents an effort to preserve and provide public access to the natural landscape of the Brushy Mountains region.
