This bill amends the public authorities law to require the Rochester-Genesee regional transportation authority to provide extensive public notice and hold hearings before making substantial changes to transportation services. A "substantial change in service" is defined as any modification to service frequency, route changes, or complete or partial closing of a passenger stop or route. The bill mandates that at least 30 days before such changes, the authority must hold public hearings in locations accessible to affected persons, notify elected town board members with detailed information about proposed changes, and display large posters (at least 11x17 inches) on buses and at bus stops along the affected routes. These posters must include specific details about the proposed service change, hearing date, time, location, and inform the public of their right to speak at the hearing. Additional notice requirements include posting information at the Central Library of Rochester and Monroe County, public libraries in affected areas, and town or city halls. The bill emphasizes that these notification requirements are supplemental to any existing legal notice requirements, and it will take effect 90 days after becoming law.
