This bill amends the New York Correction Law to require the commissioner of corrections to provide an annual report on incarcerated individual mortality investigations, starting on March 31, 2026. The comprehensive report must be submitted to key legislative leaders and committee chairs, and will include detailed information about each death, such as cause of death, circumstances, demographic details (age, gender, race, ethnicity), sentence and time served, facility details, location of death, and whether the individual was receiving specialized care or in disciplinary confinement. Additionally, the bill mandates that for deaths by suicide or other significant categories, a preliminary seven-day report must be issued detailing the individual's name, investigation status, and information about any injuries to or actions taken against staff or other incarcerated individuals involved in the circumstances. The annual report must also include an analysis of mortality trends and comparisons to historical statistical data. The bill will take effect 120 days after becoming law, providing time for the corrections department to prepare for these new reporting requirements.
