This bill establishes the Office of Black Male Excellence within the New York executive department to support and address challenges faced by Black males across various critical areas of life. The office will be led by a director appointed by the governor, who will analyze and provide recommendations to state leadership on issues including education, criminal justice, health, mental health, economic opportunity, employment, fatherhood, mentorship, violence, public safety, and quality of life. The director is required to specifically acknowledge inequities experienced by Black males in these domains and serve as a liaison between state agencies and the public. Additionally, the office must submit an annual report by January 31st to the governor, senate president, and assembly speaker, which will detail its activities, interactions with individuals (disaggregated by demographics and geography), programs offered, and recommendations for improving state and municipal services. This proactive approach aims to comprehensively address systemic challenges and support the Black male community in New York through targeted research, analysis, and policy recommendations.
