This bill modifies the Texas Election Code to expand the way manual counts of electronic voting system ballots are conducted. Currently, election officials must manually count ballots in at least one percent of precincts (or three precincts) where electronic voting systems were used. The bill adds a new option to allow manual counts of at least one percent of countywide polling places (or three polling places) where electronic voting systems were used on election day and during early voting. For statewide elections, the Secretary of State will continue to select which precincts or polling places will be manually counted and will designate which specific offices and propositions are to be included in the count. The bill also requires that the notice of the manual count's date, time, and location be posted on the county's internet website homepage, instead of just being posted in the election office. These changes aim to provide additional methods for ensuring the accuracy of electronic voting system results. The bill will take effect on September 1, 2025.
