This bill requires the Texas Department of Agriculture, in collaboration with the Texas Education Agency, to conduct an annual study examining levels of perfluoroalkyl and polyfluoroalkyl substances (PFAS) in school lunch foods. PFAS are manufactured fluorinated chemicals known for their persistence in the environment and potential health risks. The study must analyze representative samples of foods distributed to schools through the federal school lunch program and other foods commonly purchased by schools using program subsidies. By December 31st of each year, the department must prepare and submit a report detailing the study's findings to state leadership, including the governor, lieutenant governor, speaker of the house, and all legislative members. The department is also required to adopt rules specifying which PFAS will be tested in school food. While the bill mandates an annual study, the first report is not required until December 31, 2026, giving the department time to develop testing protocols. The bill will take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise on September 1, 2025.
