The mandatory sworn statement must include specific language stating the individual is not a foreign agent, and the Texas Higher Education Coordinating Board is authorized to adopt rules for implementing this requirement. The law will apply to all non-citizen students and employees at public institutions of higher education, regardless of when they were enrolled or hired, and will take effect immediately if it receives a two-thirds vote in the Texas legislature, or on September 1, 2025, if it does not receive the immediate vote threshold.
