This bill modifies North Carolina's school calendar regulations by allowing certain county school districts more flexibility in their start dates due to historical weather-related closures. Specifically, the bill amends existing law to permit local school boards to start the school year earlier (now as early as the Monday closest to August 12, instead of the previous August 19 limit) if they can demonstrate "good cause," which is defined as having experienced at least eight school closure days per year during four of the last ten years due to severe weather, energy shortages, power failures, or other emergency situations. The State Board of Education can grant a waiver to allow this earlier start date, provided the school calendar can still accommodate anticipated makeup days. The bill uniquely applies only to Ashe County Schools, Allegheny County Schools, and Watauga County Schools, and will become effective for the 2025-2026 school year. The legislation aims to help these school districts better manage their academic calendars by providing additional scheduling flexibility in response to recurring weather-related disruptions.
