The bill also grants representatives of joint labor-management committees reasonable access to public work sites to monitor compliance with prevailing wage and apprenticeship requirements. These representatives can bring legal action against entities that deny access, potentially receiving $1,000 for each denied access occasion and reasonable attorney's fees. The bill defines "reasonable access" as entry during working hours that does not disrupt work or violate safety standards, and it provides liability protections for public bodies, contractors, and subcontractors during such monitoring activities.
