This joint resolution establishes a High-Speed Rail System study committee to explore the potential for developing a high-speed rail network in South Carolina, with a focus on connecting to the Southeast High-Speed Rail Corridor (SEHSR). The committee will consist of nine members, including three representatives from the House of Representatives, three from the Senate, two appointed by the Governor, and one from the South Carolina Transportation Infrastructure Bank Board, along with the Secretary of Commerce and the Department of Transportation Director. The committee's primary responsibilities include studying and developing plans for high-speed rail service design, construction, financing, and operation within South Carolina and to neighboring states; coordinating federal, state, and regional planning efforts; collaborating with other states along the SEHSR Corridor; and maximizing federal funding opportunities. Committee members will serve without pay but receive standard travel and per diem allowances, and will be supported by staff from relevant state departments. The committee is required to submit its findings and recommendations to the General Assembly by January 1, 2026, with the resolution taking effect upon the Governor's approval.
