This bill modifies how municipalities publish legal notices, introducing a two-phase approach to legal notice publication. Starting July 1, 2026, municipalities will be required to publish legal notices either in a newspaper with "sufficient circulation" (defined as reaching at least 15% of households based on readership calculations) or, if no such newspaper exists, on the municipality's website. From July 1, 2027 onwards, municipalities must publish legal notices in both a qualifying newspaper and on their website. The bill requires chief elected officials to identify newspapers with sufficient circulation every two years, select a newspaper for legal notices based on specific criteria, and ensure that website publications meet certain standards, such as maintaining a link on the homepage, keeping notices accessible for at least 90 days, and filing a copy with the municipal clerk or transmitting it electronically to the regional council of governments. The legislation also includes provisions protecting municipalities from invalidating legal notices due to minor errors and maintains existing legal notice timing requirements. These changes aim to modernize and expand legal notice accessibility while preserving traditional print publication methods.
