The audit will thoroughly examine and document the distribution and expenditure of CARES Act funds across various entities, including local governments, state agencies, school districts, small businesses, large corporations, and hospitals. The comptroller is authorized to request proposals from independent auditors to help complete this review, with auditors to be selected through a competitive process that evaluates both quality and price. Within one year of the act's effective date, the comptroller must publish the complete audit results on their website, provide a summary description, and submit copies to key state government leadership, including the governor, senate president, assembly speaker, and relevant committee chairs. The bill is set to take effect immediately and will automatically expire on January 15, 2027, ensuring a time-limited but thorough examination of how federal pandemic relief funds were utilized across the state.
