Bill Summary

Currently, each student enrolled in a charter school under Code chapter 256E shall be counted, for state school foundation purposes, in the student’s district of residence. The department of education is then required to pay to the charter school in which the student is enrolled an amount equal to the sum of the regular program state cost per pupil for the budget year plus other additional costs specified in Code section 256E.8(2)(a). This bill adds the teacher salary supplement state cost per pupil to the amount required to be paid to the charter school. The bill takes effect upon enactment and applies to school budget years beginning on or after July 1, 2025.

AI Summary

This bill modifies the funding formula for charter schools in Iowa by adding the teacher salary supplement state cost per pupil to the existing calculation of funding received per student. Currently, charter schools receive funding based on the regular program state cost per pupil, plus several existing supplements like teacher leadership and professional development supplements. The bill adds a new teacher salary supplement to this calculation, which means charter schools will receive additional funding per student to help cover teacher salary costs. The bill is set to take effect immediately upon enactment and will apply to school budget years beginning on or after July 1, 2025. This change aims to provide more financial resources to charter schools by increasing the per-pupil funding they receive, potentially helping them to attract and retain teachers by providing additional compensation support.
