This bill requires public hospitals operated by counties or municipalities and receiving state funding to establish auto-immune disease treatment centers. The bill defines an "auto-immune disease treatment center project" as involving construction, reconstruction, renovation, rehabilitation, refurbishing, expansion, upgrading, or equipping of such centers. The commissioner of health is authorized to make department funds available to hospitals for these projects, using existing funding mechanisms or other appropriate regulations. The Office of Health Equity will assist the commissioner in allocating and distributing these funds, including developing methodologies for fund distribution. The commissioner is required to promulgate necessary rules and regulations and to provide an annual report to the governor and legislature detailing the monies allocated and distributed. The bill will take effect 120 days after becoming law, with immediate authorization for developing implementing regulations.
