This bill amends the New York Elder Law to expand volunteerism among seniors and improve volunteer programs by authorizing the state office on aging to establish a centralized databank of volunteers aged 55 and older who wish to serve their communities. The bill enhances existing provisions for retired and senior volunteer programs by allowing grants for volunteer activities such as meal preparation, child care assistance, meal delivery, elderly companionship, tutoring, and helping school districts with attendance notifications. The new provisions specifically enable the office to partner with statewide organizations to create a comprehensive volunteer database and develop training programs that will help volunteers prepare for their roles and help not-for-profit organizations effectively utilize volunteers. The training curriculum can be developed in consultation with expertise from the State University of New York and the City University of New York. The bill includes guidelines for the databank's use, addressing issues like data entry, confidentiality, screening, and data access. The new provisions will take effect on the first April at least one year after the bill becomes law, providing time for implementation and preparation.
