This resolution establishes a study committee to comprehensively review dam-related reports and studies conducted since 2015 in South Carolina, focusing on the regulation, inspection, maintenance, and improvement of public and private dams. The committee, composed of legislative representatives, a state environmental services official, two appointed civil engineers with dam expertise, and two property owners with private dams, will examine the current dam classification system and explore the potential need for a dedicated infrastructure bank to support dam-related infrastructure. Committee members will serve without direct compensation but will receive standard travel and per diem allowances, and they are tasked with producing a comprehensive report to the General Assembly by January 1, 2026, after which the committee will be dissolved.
