This bill modifies Minnesota's remediation fund to allow the Pollution Control Agency to reimburse emergency response training centers for costs related to PFAS (per- and polyfluoroalkyl substances) contamination from firefighting foam. Specifically, the bill permits reimbursement for costs incurred on or after January 1, 2023, for investigation, remediation, monitoring, planning, legal, and other approved activities associated with PFAS contamination, but only for training centers that stopped using PFAS-containing firefighting foam on or before January 1, 2015. Additionally, the bill appropriates $1,000,000 in fiscal year 2026 to provide grants to state colleges or universities for these reimbursable costs, with preference given to institutions that have enrolled as cooperative responsible parties in the agency's remediation program. The changes are made by amending Minnesota Statutes section 116.155, subdivision 2, and aim to provide financial support for addressing PFAS contamination at emergency response training facilities.
