The study aims to systematically investigate several key areas: (1) identifying statewide and regional COVID-19 infection, hospitalization, recovery, and mortality rates for this population, including the underlying factors contributing to potential disparities; (2) examining how these disparities might indicate the need for improved healthcare access and prevention strategies; (3) identifying methods to reduce healthcare discrimination and disparities; and (4) assessing how COVID-19 regulations may have influenced healthcare treatment for these communities. Within one year of the act's effective date, the office is required to submit a detailed report to state leadership, including the governor and legislative leaders, which will outline the study's findings and provide specific recommendations for legislative actions to address and mitigate these healthcare disparities. This bill represents an effort to understand and address the unique health challenges faced by transgender and non-binary racial and ethnic minorities during the COVID-19 pandemic.
