This bill modifies the registration fee for historic motor vehicles in New York State, replacing the current annual fee of $28.75 with a one-time fee of $100. A historic motor vehicle is defined as any vehicle manufactured more than 25 years prior to the current calendar year, or any vehicle the commissioner determines to have historical, classic, or exhibition value. The bill allows these vehicles to be used for specific purposes such as exhibitions, club activities, tours, parades, and occasional transportation, but not for daily transportation. Owners can use either special historic vehicle registration plates or, with commissioner approval, original registration plates from the vehicle's manufacturing year, provided they are legible and in good condition. The bill also requires owners to provide evidence of financial security for these vehicles. The legislation further updates language to use gender-neutral terminology, replacing "his or her" with "their". The changes will take effect immediately upon enactment.
