This bill modifies existing public health law to require that when Schedule II opioids are distributed through a state program, an informational card or sheet must be provided alongside the medication. The card must include comprehensive information such as how to recognize an opioid overdose, steps to take during an overdose emergency, details about opioid addiction and withdrawal symptoms, safe storage and disposal methods for opioids, the toll-free HOPE line number for addiction services, how to access the addiction services website, Good Samaritan legal protections, and information about fentanyl test strips. The commissioner of health will have discretion to determine appropriate languages for the card beyond English and ensure these informational materials are made available to opioid overdose prevention programs. The bill is designed to provide critical safety and support information to individuals who are receiving potentially dangerous Schedule II opioid medications, helping to reduce risks associated with opioid use and promote safer medication practices. The law will take effect 90 days after becoming law, with some contingencies related to the timing of related legislation.
