This bill establishes the North Carolina Strategic Training And Reliable Skills Grant Program (NCSTARS), a three-year initiative running from 2026-2027 through 2028-2029, designed to support work-based learning opportunities for students aged 16 and older. The program will provide matching grants to community colleges that partner with local public schools and businesses to develop regional learning programs focused on apprenticeships and preapprenticeships.
