This bill modifies the eligibility requirements for teacher preparation programs to receive various state grants and funding. Specifically, the bill ensures that all teacher preparation programs approved by the Professional Educator Licensing and Standards Board (PELSB) are eligible to receive funding from multiple existing grant programs, including Grow Your Own programs, collaborative urban and greater Minnesota educators of color grants, student teaching stipend programs, grants for underrepresented student teachers, teacher mentorship and induction programs, and teacher shortage loan repayment programs. The bill requires the commissioner of education to include all PELSB-approved teacher preparation programs in grant proposals, notices of grant opportunities, and eligibility determinations. Additionally, the bill clarifies that these programs are eligible for grants under the Grow Your Own district programs, which aim to support adults, particularly people of color and American Indian individuals, in obtaining their first professional teaching license. The changes will take effect on July 1, 2025, and apply to grant opportunities and awards issued on or after that date, with the goal of expanding opportunities and support for teacher preparation programs across Minnesota.
