Bill Summary

AN ACT relating to the creation of a family violence criminal homicide prevention task force.

AI Summary

This bill establishes a Family Violence Criminal Homicide Prevention Task Force within the state's criminal justice division, which will be composed of up to 14 diverse members appointed by the governor, including representatives from family violence centers, legal service organizations, state agencies, law enforcement associations, survivors of family violence, and other relevant stakeholders. The task force will have several key responsibilities: analyzing top risk factors leading to family violence criminal homicide, advising on professional training for those who interact with family violence survivors, collecting and publicly sharing non-confidential information about family violence prevention and services, and developing policy recommendations to improve coordination of services and more effectively prevent, investigate, and prosecute family violence criminal homicide. The task force will be led by a steering committee consisting of the governor (or designee) and a chief executive of a statewide family violence advocacy organization, and will meet at the governor's discretion. Members will be entitled to per diem compensation and expense reimbursement, and the task force is required to submit a comprehensive report to state leadership by December 1, 2026, with findings and recommendations. The task force will be automatically abolished on January 1, 2028, giving it approximately two and a half years to conduct its work and develop strategies to address family violence criminal homicide in Texas.
