Specifically, the bill amends three sections of Texas law (in the Government Code, Insurance Code, and another part of the Insurance Code) to establish that these organizations cannot force physicians or providers to accept payments that incur fees such as processing, administrative, percentage, or dollar amount fees. The bill does allow for nominal fees assessed by a provider's bank for electronic funds transfers. These new provisions will apply only to contracts and claims submitted on or after the bill's effective date of September 1, 2025. The legislation aims to protect healthcare providers from being charged fees when receiving claim payments, ensuring they receive the full amount of their reimbursement without additional financial burdens. If any state agency determines that federal waivers or authorizations are needed to implement the bill, they are permitted to delay implementation until such approvals are granted.
