This bill modifies the requirements for adding noncontiguous territory to certain special districts, primarily water districts and local government districts. Specifically, when a district wants to annex land that is more than three miles from its current boundaries or located in a different county, it must now provide additional notice requirements. These include: posting notices in public places, publishing notices in local newspapers, providing notice in the same manner as regular district meetings, sending notice to the county clerk of the county where the land is located (unless waived), and sending certified mail to property owners in the area proposed for annexation. The bill also allows the county commissioners court to request additional information about the proposed annexation from the petitioner, and the district board cannot receive the new area if the petitioner fails to comply with such a request. These new provisions aim to increase transparency and provide more opportunities for local stakeholders to be informed about potential district boundary changes. The changes will apply only to petitions submitted on or after the bill's effective date of September 1, 2025.
