This joint resolution requests the Department of Law Enforcement and the Department of Health to establish a task force addressing no-trespassing policies and environmental concerns along Oahu's streams. The task force would include key government officials from law enforcement, health, local government, and legislative committees, as well as four additional community members selected by various political leaders. The task force's primary objectives include developing recommendations for humane no-trespassing enforcement, improving inter-agency coordination, identifying resources to support individuals experiencing homelessness who are currently living in stream-side encampments, and evaluating the environmental impacts of these encampments. The resolution recognizes that stream-side encampments create significant environmental hazards, pose safety risks to homeless individuals, and result from inadequate coordination between state and county authorities. The task force is requested to submit a comprehensive report with findings and potential legislation by December 2025, convene by August 1, 2025, and cease operations on June 30, 2026, with the ultimate goal of developing compassionate and sustainable solutions to the complex challenges surrounding stream-side encampments on Oahu.
