This bill establishes two programs aimed at supporting teacher recruitment and retention in Connecticut. First, it creates a tuition assistance program for students pursuing teacher preparation programs at public higher education institutions. To be eligible, students must have at least a B+ high school GPA, be an in-state student, make satisfactory academic progress, and accept all available financial aid. The program will cover the remaining tuition costs for up to 50 students per semester, with recipients agreeing to teach in a public school in the state for at least five years after completing their program. Second, the bill establishes a scholarship program for teachers who have completed an alternative route to certification and are pursuing a master's degree. The scholarship will be awarded on a first-come, first-served basis to teachers employed in the state who are enrolled in a master's program. Both programs require the Department of Education to provide annual reports on program participation, costs, and outcomes. The bill appropriates $5 million from the General Fund for the tuition assistance program, with the programs set to begin in the fall semester of 2026.
