This concurrent resolution requests the Office of Planning and Sustainable Development to establish a working group to evaluate the creation and administrative placement of a new Office of Resilience and Recovery, prompted by the devastating Maui wildfires that caused over 100 fatalities and nearly $12 billion in damages. The working group would be composed of 15 members, including representatives from state agencies, legislative bodies, county governments, and the American Red Cross, with the Director of Planning and Sustainable Development serving as chairperson. The group's primary task is to determine the most appropriate principal department for the new Office of Resilience and Recovery and define its relationship with the Hawaii Emergency Management Agency. This evaluation stems from recommendations by the Hawaii Climate Advisory Team, which suggested establishing a permanent Hawaii Resilience Office to improve the state's disaster preparedness and response capabilities. The working group is requested to submit a comprehensive report with its findings and recommendations for the permanent administrative placement of the Office of Resilience and Recovery to the Legislature by November 30, 2025.
