This bill proposes to abolish the state lottery in Texas by systematically removing all references to lottery operations from state law. The bill will eliminate the lottery division of the Texas Lottery Commission, repeal Chapter 466 of the Government Code (which governed lottery operations), and transfer any remaining lottery-related responsibilities to the Texas Lottery Commission. Specifically, the bill requires the Commission to establish a transition plan by October 1, 2025, for winding down lottery operations, with a complete abolishment of the lottery division set for January 1, 2026. After this date, lottery sales agents will be prohibited from selling lottery tickets, but existing lottery prize payments and penalty assessments will continue to be processed under the previous legal framework. Any remaining lottery division funds will be deposited in the state treasury and used exclusively for Foundation School Program purposes. The bill also makes numerous conforming amendments to remove lottery-related references from various sections of Texas state law, effectively erasing the state lottery's legal infrastructure.
