This bill requires the North Carolina Department of Public Instruction (DPI) to conduct a comprehensive study on methods to increase teacher planning time or reduce obligations that currently limit planning time. The DPI must prepare and submit a detailed report to the Joint Legislative Education Oversight Committee by February 15, 2026, which will include recommendations for increasing planning time, suggestions for decreasing non-planning obligations, an analysis of associated costs, and any other relevant information the department considers important. To support this study, the legislature will appropriate $5,000 in nonrecurring funds from the General Fund for the 2025-2026 fiscal year, with the option for DPI to partner with a third-party organization to conduct the research. The act will become effective on July 1, 2025, providing a structured approach to addressing teacher workload and planning time challenges in the state's education system.
