This bill amends Minnesota's existing law regarding school bus stop arm violations by establishing a tiered fine structure for drivers who fail to stop for a school bus with its stop arm extended. Under the new law, first-time offenders will face a mandatory fine of at least $500, with increased penalties for repeat offenders: a minimum $700 fine for violations within ten years of a previous violation, and a minimum $700 fine for violations within ten years of two or more prior violations. The bill maintains the existing gross misdemeanor provisions for drivers who pass a school bus on the right side or pass while a child is on the street or sidewalk near the bus. These new, more stringent penalties are designed to enhance safety for school children by creating stronger financial deterrents for drivers who illegally pass stopped school buses. The law will take effect on August 1, 2025, and will apply to violations occurring on or after that date, giving drivers and law enforcement time to become aware of the new fine structure.
