This bill adds a new chapter to Idaho law requiring certain state officials, including candidates for statewide offices, current statewide elected officials, and officers-elect, to report travel paid for by others outside of Idaho that is related to governmental purposes or public policy. Specifically, officials must file a report with the secretary of state within 30 days of returning from such travel, detailing the destination, dates, purpose, and who paid for the trip. The report must also specify whether the travel was a campaign contribution and, for currently serving officials, whether the travel was in their official capacity. Travel paid through campaign funds already reported or through the official's personal funds is exempt from these reporting requirements. If an official fails to file the required report within 30 days, they will be subject to a $25 daily late fee, which will be deposited in the public school income fund. The bill aims to promote public confidence and transparency in government by requiring detailed disclosure of travel funded by external parties. The law is set to go into effect on July 1, 2025, and is being implemented with an emergency clause.
