This bill enacts the "Quiet Hour Public Spaces Inclusion Act," which requires state-owned public buildings to provide designated quiet hours during normal business hours to accommodate individuals with sensory-related conditions such as autism, post-traumatic stress disorder, and sensory processing disorders. Under the bill, "quiet hours" are specifically defined as periods featuring reduced lighting, lower noise levels, and limited use of loudspeakers and announcements. The legislation mandates that public buildings post signage about scheduled quiet hours both within the building and on their websites, and that staff receive training on assisting individuals with sensory disabilities during these times. Additionally, the commissioner of general services, in collaboration with the commissioners of developmental disabilities and health, is tasked with creating and distributing a model quiet hours policy for all covered public buildings in New York State. The bill will go into effect 180 days after becoming law, allowing state agencies time to prepare and implement the new requirements.
