This bill amends the New York Social Services Law to require that staff members who work for the Office of Children and Family Services (OCFS) or municipalities and are responsible for accepting registrations, issuing licenses, or conducting inspections of child day care homes, programs, or facilities receive specific training. The training will now include an additional component focused on recognizing the presence of controlled substances, as defined under section 3306 of the Public Health Law. This means that in addition to their existing training on child abuse prevention, safety procedures, childhood development, and child protection laws, these staff members will now be educated on how to identify signs of controlled substances in child care settings. The goal of this training is to enhance the ability of staff to detect potential drug-related risks in child care environments, thereby improving child safety. The bill will take effect immediately upon enactment.
